The building code is the same everywhere in Kentucky and no locality may write a stricter one — but permits and inspections on a single-family home are a local choice, roughly eighty counties have no county zoning, and the ground underneath ranges from sinkhole-prone limestone to undermined coalfield. Grouped by region rather than alphabetically, because the question worth answering first is which end of the Commonwealth you are building in. Kentucky puts every city inside a real county, but two of its governments are merged and behave differently from everywhere else: Louisville is county-wide and still contains 83 separate incorporated cities, while Lexington-Fayette contains none at all, so what divides town from acreage there is an urban service area boundary rather than a city limit. The code is the same in all of them and no locality may write a stricter one. What differs is whether anyone inspects, who issues the septic permit, whether the county zones at all, and which line of the state's design tables your parcel falls on.
