There is no county zoning here — but Mount Sterling's subdivision jurisdiction reaches five miles past its own limits
Kentucky's planning statute, KRS Chapter 100, is permissive rather than mandatory, and roughly 80 of the 120 counties have never adopted county zoning. Montgomery County is one of them, and it says so itself: the county's own government site states that there is no official planning and zoning in Montgomery County, and immediately qualifies it — subdivisions within a five-mile radius of the city of Mount Sterling are subject to planning and zoning and must comply with the requirements of the zoning and subdivision regulations of the City of Mount Sterling. The city ordinance carries the same reach from its own side. Its enacting clause, §101, adopts it under the authority of KRS 100.201, and §104 states the purpose as protecting the citizens of Mount Sterling and those areas of Montgomery County five miles from the city limits that could potentially be annexed to the city. That five-mile ring is the single most consequential line for a land buyer in this county, because Mount Sterling sits close to the geographic centre of a small county: 197.4 square miles of land, which is a square about fourteen miles on a side. A five-mile ring drawn from a city near the middle of that covers a very large share of Montgomery County's private acreage. Read the two statements together carefully, because they do not say the same thing. The county's answer is about subdivisions: dividing land, platting lots, creating a new parcel from an old one. Inside Mount Sterling an accessory building may not exceed twelve feet in height — the one rule most likely to stop a shop
The City of Mount Sterling publishes its zoning ordinance and subdivision regulations in full, an 88-page document whose title page carries a revision date of 12 March 2001, and §403.3 is the provision a shop-first buyer has to read before anything else. It says two things. First, no accessory building may be erected in any required court or in any yard other than a rear yard — with the exception that it may be built as part of the principal building, or connected to it by a breezeway or similar structure if it stands at least six feet away, provided all the yard and court requirements for a principal building are met. Second, and decisively: accessory buildings shall not exceed twelve feet in height, and shall stand at least five feet from the lot lines of adjoining lots in a Residence district, though an accessory building may be built right on a side or rear lot line — not an alley lot line — by common written consent of the affected adjoining owners. Twelve feet is below the eave height of an ordinary 14-foot or 16-foot sidewall shop, which means that inside the city limits the usual barndominium plan is not a matter of drawing it and applying; it is a Board of Adjustment question. Two other provisions cut the other way and are worth knowing. §403.4(A) permits more than one principal structure on a single lot, provided the yard and other requirements are met for each structure as though it were on an individual lot — so a house and a large separate building are not barred by the one-building-per-lot rule that many Kentucky ordinances impose. And §403.5 removes the schedule's height limits altogether for spires, belfries, cupolas, antennas, water tanks, ventilators, chimneys and other appurtenances usually placed above roof level and not intended for human occupancy, including agricultural buildings. That agricultural-building clause is a height exception inside a city ordinance, not a general exemption from building rules, and it does not reach a dwelling. Outside the city limits and outside the five-mile subdivision ring, no county accessory-structure cap of any kind appears in the county's published offices or answers — which is exactly why the city line is the first thing to establish on a parcel.

Every design number for this county comes from a named table in the Kentucky Residential Code, and none of them is a statewide generalisation. Table R301.2(1), Design Snow, Climatic and Geometric Design Criteria for Kentucky Counties, gives Montgomery a ground snow load of 15 psf — the statewide floor. The code's heavier 20 psf goes to eighteen named counties in the Northern Kentucky and Ohio River arc and the eastern mountains, and Montgomery is not among them, even though Menifee and Powell begin the climb into that country a few miles south. Table R403.1.4, Minimum Frost Protection Depth for Kentucky, names three deeper lists — 33 inches in Floyd, Knott, Letcher, Martin and Pike; 30 inches in Boone, Breathitt, Campbell, Harlan, Johnson, Kenton, Leslie, Magoffin and Perry; 27 inches in Bell, Clay, Knox, Lawrence and Owsley — and Montgomery appears on none of them, so it takes the All other KY Counties row at 24 inches. That is worth stating flatly, because the intuition that an eastern-Kentucky county must carry a deeper footing is wrong here. Wind is 115 mph ultimate statewide under Table R301.2(1), with the code's own instruction that topographic effects shall be investigated — an instruction that earns its keep on a county whose eastern and southern edges carry knobs above 1,200 feet. Two more code numbers belong on a barndominium page here. §R327, DHBC's own prescriptive post-frame section, requires a poured footing whose top is at least 48 inches below finished grade — double the county frost depth, and a real cost item people do not expect — and it is scoped by its own terms to single-storey residential accessory structures within stated limits, so a post-frame home falls outside it and is engineered. And §R403.1.4 is generous about how the 24 inches is reached: by backfilling with non-compacted soil to the required depth plus four inches, by forming on the cut side of an excavation deeper than 28 inches, or not at all where solid rock is exposed during grading and the footing bears on it — a live possibility on the sandstone-capped ridges in the east of this county.

528 farms across 67,199 acres — and Montgomery County lost more than a third of its farmland in five years
USDA's 2022 Census of Agriculture county profile puts Montgomery County at 528 farms across 67,199 acres, averaging 127 acres. The direction of travel is the striking part: against 2017 the farm count is down 20 per cent, average farm size is down 19 per cent, and land in farms is down 35 per cent. That is a steep five-year contraction, and it is the honest frame for anyone assuming an eastern-Bluegrass county is wide open. Set against the county's 197.4 square miles of land — about 126,300 acres — the 67,199 acres still in farms is a little over half the county, where a farm-heavy county like Grayson runs near seventy per cent. What remains is nonetheless the right size band for this building type. The size distribution runs 28 farms under 10 acres, 172 in the 10-to-49-acre band, 219 in the 50-to-179-acre band — the modal group at 41 per cent — 90 at 180 to 499 acres, 15 at 500 to 999 and 4 at 1,000 acres or more. Land in farms breaks down as 27,560 acres of cropland, 26,854 of pastureland, 7,714 of woodland and 5,071 other; cropland and pasture almost exactly balance, and woodland is a small share, which is the Outer Bluegrass signature rather than the coalfield one. Population is 28,114 across those 197 square miles, about 141 people per square mile — squarely in the band where land exists but you drive for it, roughly the same density as Woodford and Clark, and roughly triple a genuine acreage county like Grayson. In practical terms: ten to fifty acres is an ordinary transaction here and a hundred-plus-acre tract is not, and if the plan needs several hundred acres of timbered ground the search is better run east into Rowan County, where the terrain and the land market are different. The constraint on a Montgomery County parcel is rarely whether acreage exists; it is where the septic field, the well and the buildable pad can go on the parcel you can actually buy.

Outer Bluegrass at one end, 1,447-foot knobs at the other — and on 80 per cent of the county a well is not a given
The Kentucky Geological Survey's Groundwater Resources of Montgomery County draws the county in two halves and then draws a line across it that a land buyer should price. Most of Montgomery County lies in the Outer Bluegrass Region of central Kentucky; the eastern and southern edges border the Eastern Kentucky Coal Field and contain a number of high knobs and ridges, many above 1,200 feet, in country that is well dissected and drained by tributaries of the Kentucky and Licking Rivers. The highest point in the county, 1,447 feet, is on Westbrook Mountain near the Montgomery–Powell line about four and a half miles south of Camargo; the lowest, about 707 feet, is where Copperas Creek leaves the county at the junction with Powell and Clark. Ridgetop elevations over most of the county run 1,000 to 1,100 feet, and the terrain is described as rolling to hilly, with low broad flat-topped ridges around Camargo and Jeffersonville and a few high flat-topped ridges along Slate Creek south of Howards Mill. The Mount Sterling courthouse sits at 970 feet, Camargo at 925, Jeffersonville at 842. Then the water. KGS's own overview is blunt: some wells in the major creek valleys will produce enough for a domestic supply except in dry weather, but in the upland areas — which KGS puts at 80 per cent of the county — most drilled wells will not produce enough water for a dependable domestic supply unless they are drilled along drainage lines, in which case they may produce enough except during dry weather. Throughout the county groundwater is hard or very hard and may contain salt or hydrogen sulfide, especially below 100 feet, and the alluvium along the streams yields almost no water to drilled wells. The underlying study is McGrain and Currens (1978), so this is a regional picture rather than a prediction for one parcel — but the instruction it supports is simple and it is the most useful sentence on this page for a ridge tract: before you make an offer on upland ground with no public water main, find out whether a water district line reaches the property, and if it does not, treat a well as a contingency to be priced rather than an amenity to be assumed.

Montgomery County's flood picture changed very recently, and that is a material fact for a purchase in progress. FEMA's Community Status Book lists four communities here and all four participate in the National Flood Insurance Program under the Regular Program. Montgomery County, CID 210326, entered with a Flood Hazard Boundary Map dated 21 October 1977 and a first FIRM on 1 May 1987; the City of Mount Sterling, CID 210234, with an FHBM of 10 May 1974 and a first FIRM on 4 September 1985. Both now carry a current effective map dated 28 February 2025. The two smaller cities are on older maps: Jeffersonville, CID 210358, and Camargo, CID 210421, both on 6 January 2011. A countywide map revision that recent means the flood determination attached to a parcel may not match a survey, a listing sheet, an old elevation certificate or a neighbour's recollection, and it means the current panel — not the one in a file drawer — is the one a lender and an insurer will use. Two things stack on top of whatever the local answer is. First, Kentucky requires a state Division of Water Individual permit for construction in the base floodplain under KRS 151.250 and 401 KAR 4:060 §2, applied for on form DOW 7116, and the state's jurisdiction reaches the whole base floodplain rather than only the regulatory floodway — so a parcel that clears a local floodplain ordinance can still need a state permit. Second, inside Mount Sterling the zoning ordinance carries its own FP-C Flood Plain and Conservation district under §606, with a one-acre minimum lot, an 80-foot minimum width, a 30 per cent coverage ceiling and a requirement that buildings there be designed to offer minimum obstruction to the flow of waters and be firmly anchored to prevent the building from being moved or damaged by the flow of water. The drainage that shapes all of this is Slate Creek, which crosses into Bath County at about 730 feet, and Hinkston Creek, which leaves the county at about 800 feet.

No flood-insurance discount here — while Bath County next door holds a Class 8 and a 10 per cent cut
FEMA's Community Rating System is the part of the flood programme that turns floodplain management into money: a community that goes beyond the minimum standards earns a class, and the class buys a percentage discount on flood insurance premiums inside its boundaries. Kentucky has 42 communities on FEMA's CRS eligible list effective 1 April 2026, of which 33 hold a class better than 10 — class 10 being a nought per cent discount. No Montgomery County community is on that list at all: not the county, not Mount Sterling, not Camargo, not Jeffersonville. That is worth knowing precisely because of who is on it nearby. Bath County — the county immediately east, and the county that shares the Mount Sterling micropolitan area with Montgomery and Menifee — holds CRS Class 8, a 10 per cent discount, as does the City of Salt Lick inside it. Clark County's seat area to the west is not listed, but Paris in Bourbon County holds Class 8 and Lexington-Fayette Class 6, a 20 per cent discount. Rowan County to the east is on the list at Class 10, which is participation without a discount. So a buyer comparing two parcels either side of the Bath County line, in the same housing market and on the same creek system, will find the flood insurance measurably cheaper on one side — and nothing about the building explains the difference. It is worth raising with an insurance agent early rather than treating flood insurance as a fixed cost. The list is republished periodically and a community's class can change in either direction, so confirm the current class before relying on it.

The regulation behind all of it is 902 KAR 10:085, and two of its provisions shape a barndominium site plan more than anything in a zoning ordinance. First, the site has to carry both the system and a full replacement area, so the septic layout constrains the building envelope rather than the other way round — the evaluation belongs before the pad is sited, not after. Second, ground closer than seventy feet to an open sinkhole throat, downslope of the sinkhole sideslope midpoint, or subject to flooding damage is unsuitable, and the downslope test is not a fixed radius, so a single depression can take a wide band of a parcel out of play. Inside Mount Sterling the health department's approval is also a zoning prerequisite in substance: the city ordinance conditions occupancy on approved facilities, and no building may be constructed or occupied unless the water supply and sewage disposal arrangements are satisfactory. On an upland parcel the well question deserves to be asked in the same conversation, because KGS puts 80 per cent of this county in ground where a dependable domestic well is not assured.

Three ground-related answers that are all specific to this county and all easy to get wrong. Radon: Montgomery is not among the 30 Kentucky counties EPA maps as Zone 1, so it sits in Zone 2 — moderate potential, which EPA's own Kentucky sheet defines as a predicted average indoor screening level of at least 2 and not more than 4 picocuries per litre. Clark County immediately west is Zone 1, along with the rest of the Inner Bluegrass, so the zone changes at this county line even though the farmland looks identical. EPA prints its own cautions on the same sheet: the map dates from 1993, it should not be used to decide whether an individual home needs testing, and all homes should be tested regardless of zone. The Kentucky Residential Code adopts appendices K, R and S and does not adopt Appendix F, Radon Control Methods, so radon-resistant construction is required nowhere in Kentucky — but a passive sub-slab depressurisation rough-in is cheap while the slab is open and expensive afterwards, and KRS 309.436(9) expressly exempts a building contractor installing vent pipes during construction of a home from the state radon licensing regime. Mine subsidence: KGS maps the Breathitt Group — coals, sandstones and shales — on the eastern knobs of this county, where the edge of the Eastern Kentucky Coal Field crosses in, so coal-bearing Pennsylvanian rock is genuinely present. But Kentucky's Mine Subsidence Insurance Fund covers only the 37 counties whose fiscal courts voted the coverage in, and Montgomery is not one of them; neither is Bath next door, nor Clark, Bourbon or Nicholas. The fund's membership in this part of the state picks up Carter, Elliott, Morgan, Wolfe, Lee and Breathitt instead, so the boundary runs east and south of this county rather than through it. In a participating county KRS 304.44-030 adds the endorsement to every property policy automatically unless the insured waives it in writing; here there is no such automatic endorsement, and the ordinary homeowner's earth-movement exclusion stands unrelieved. The parcel-level check is the Kentucky Mine Mapping Information System at minemaps.ky.gov, published by the cabinet with its own warning that the mapping is accurate to roughly forty feet and should not be considered complete. And bearing: Table R401.4.1 of the Kentucky Residential Code publishes presumptive load-bearing values in lieu of a complete geotechnical evaluation — 12,000 psf for crystalline bedrock, 4,000 for sedimentary and foliated rock, 3,000 for sandy gravel, 2,000 for sands and silty or clayey gravels, and 1,500 psf for clay, sandy clay, silty clay, clayey silt, silt and sandy silt — with footnote b providing that where the building official determines in-place soils below 1,500 psf are likely, a soils investigation determines the capacity. On the Crab Orchard clay shales and on any filled or colluvial pad below a knob, that 1,500 psf threshold is the number to settle before the pour.

The expensive surprises are in the ground, not the building

What moves a Kentucky budget is usually below grade, and more often than not it is what the ground is sitting on rather than the ground itself. The Kentucky Geological Survey says 92 of the state's 120 counties contain karst — limestone that dissolves — across four named areas: the Western Pennyroyal around Bowling Green and Hopkinsville, the Inner Bluegrass around Lexington, the Eastern Pennyroyal through Somerset and Monticello, and Pine Mountain in the south-east. On karst, KGS's own model ordinance for local governments lists the structures that should not be sited in sinkhole areas, and the list is buildings with soil-bearing foundations and buildings that cover thousands of square feet with impermeable surface. A post-frame or steel building on a monolithic slab is both of those at once. KGS is equally clear that nearly all karst parcels still have buildable ground on them — so karst does not stop the build, it removes the option of siting the pad by eye. A filled and graded-over sinkhole is the classic trap, because the pad looks perfect.

In the two coal fields the question is undermining instead, and Kentucky treats it differently from everything else: mine subsidence coverage is added automatically to property policies in the counties whose fiscal court voted the fund in, with a written opt-out — thirty-seven of them — while karst collapse gets no fund at all and falls under the ordinary earth-movement exclusion. On slopes the surprise is geographic: KGS's landslide inventory puts Kenton, Campbell, Boone and Gallatin — the northern Kentucky counties opposite Cincinnati — near the very top, above most Appalachian counties, on Ordovician shale. Three of those four — Boone, Campbell and Kenton — are the only counties in the state with a line of their own in the residential code's bearing table, which raises the presumptive value for two named clay groups there and nowhere else. Everywhere else the table gives clay and silt a single presumptive figure, and a soils investigation becomes mandatory once the building official determines the real capacity is likely to be lower than it.

The same ground then sizes the septic system, and Kentucky does that from soil morphology — a certified inspector reading the profile in a backhoe pit — rather than from a percolation test, at 110 gallons a day per bedroom against an application rate taken from soil texture and structure. On a mound or other alternative design a measured permeability test can still be required. And on karst the septic regulation is blunter than the building code ever gets: it declares the ground within seventy feet of an open sinkhole throat unsuitable outright. The soil that needs a foundation engineer is usually the soil that complicates the drainfield, so the site work, the foundation and the septic get resolved together rather than one at a time. We price the dirt before we price the building.

Do I need a building permit to put up a barndominium in Montgomery County?
It depends which side of the Mount Sterling city limit you are on, and whether your parcel already exists as a recorded lot. Inside the city, yes, clearly: §302.1 of the Mount Sterling Zoning Ordinance provides that no building or other structure shall be erected, moved, added to or structurally altered without a permit issued by the Administrative Official, §302.3 makes it unlawful to occupy the building until a Certificate of Occupancy is issued and charges twenty dollars for it, and §302.4 kills the permit if work has not begun within ninety days or been substantially completed within two years. The office is the City of Mount Sterling Building Inspector, James Johnson, 33 N. Maysville Street, 859-498-8725, weekdays 8:00 a.m. to 4:00 p.m. Outside the city the honest answer is more careful. KRS 198B.060(1) makes permits, inspections and certificates of occupancy discretionary on a single-family residence unless the local government adopted an ordinance requiring them, and no statewide register of those ordinances is published. The Commonwealth's building directory sheet for Montgomery County, updated 13 August 2025, lists the Local Building Inspector as None and refers commercial work to the Department of Housing, Buildings and Construction — which tells you no local building inspector is designated for this county, not what ordinances exist. The county's own site states that there is no official planning and zoning in Montgomery County, while adding that subdivisions within five miles of Mount Sterling fall under the city's zoning and subdivision regulations. So the right first call is the one the state directory itself prints: the County Judge/Executive's office, 859-498-8707, at 44 West Main Street. One approval reaches every parcel regardless — under KRS 198B.060(11) no utility may switch on permanent power until a certified electrical inspector issues a final certificate of approval.
My land is two miles outside Mount Sterling. Whose rules apply to me?
Possibly the city's, and that surprises people. Montgomery County publishes that subdivisions within a five-mile radius of Mount Sterling are subject to planning and zoning and must comply with the requirements of the City of Mount Sterling's zoning and subdivision regulations. The city ordinance states the same reach from its own side: §104 gives its purpose as protecting the citizens of Mount Sterling and those areas of Montgomery County five miles from the city limits that could potentially be annexed. Mount Sterling sits near the middle of a county only about fifteen miles across, so that ring covers a large share of the county's private acreage. Read the wording carefully, though, because it is specifically about subdivisions — dividing land, platting lots, creating a new parcel out of a larger tract. If you are buying an already-recorded lot two miles out, that is a different situation from carving three lots out of a forty-acre field, and the two get different answers. Settle it before you make an offer, in this order: is the parcel inside the city limits; is it inside the five-mile ring; and does your plan require any division of land or a new plat. Then take those three answers to the City of Mount Sterling Building Inspector on 859-498-8725 and, for anything outside the city, to the County Judge/Executive's office on 859-498-8707. The Planning and Zoning Commission meets the second Monday of every month at 6:30 p.m. and the Board of Adjustment the same Monday at 2:00 p.m., so anything needing a hearing runs on a monthly calendar rather than over a counter.
Can I build a shop bigger than the house, and can I build it first?
Inside the Mount Sterling city limits there is a specific rule in the way, and it is the most important sentence in the ordinance for this building type. §403.3(B) provides that accessory buildings shall not exceed twelve feet in height and shall stand at least five feet from adjoining lot lines in a Residence district — although they may be built right on a side or rear lot line, not an alley line, by common written consent of the affected neighbours. Twelve feet is under the eave height of an ordinary 14- or 16-foot sidewall shop, so a conventional shop inside the city is a Board of Adjustment question rather than an over-the-counter permit. §403.3(A) adds that no accessory building may sit in any yard other than a rear yard, unless it is built as part of the principal building or connected to it by a breezeway at least six feet away with all principal-building yard requirements met. Two provisions help. §403.4(A) permits more than one principal structure on a single lot provided each meets the yard requirements as though it were on its own lot — so the city does not force a one-building-per-lot answer. And §403.5 lifts the schedule's height limits for spires, cupolas, water tanks, ventilators, chimneys and similar appurtenances not intended for human occupancy, including agricultural buildings; that is a height exception inside a city ordinance and it does not make a dwelling exempt from anything. Outside the city and outside the five-mile subdivision ring, no county accessory-structure cap appears anywhere in the county's published offices or answers, and there is no county rule requiring the house to be built before the shop. What still binds everywhere is the septic site evaluation and its required replacement area, any recorded deed restriction or subdivision covenant, and the floodplain rules where the parcel touches the base floodplain.
Is there really buildable land in Montgomery County?
Yes, in the ten-to-fifty and fifty-to-a-hundred-eighty acre bands, and the numbers say be realistic about anything larger. USDA's 2022 Census of Agriculture counts 528 farms across 67,199 acres at an average of 127 acres — but against 2017 that is 20 per cent fewer farms, 19 per cent smaller on average and 35 per cent less land in farms, a steep five-year contraction. The size distribution is 28 farms under 10 acres, 172 at 10 to 49 acres, 219 at 50 to 179 acres, 90 at 180 to 499, 15 at 500 to 999, and only 4 at 1,000 acres or more. About 67,000 of the county's roughly 126,300 acres are still in farms, a little over half, split almost evenly between cropland at 27,560 acres and pastureland at 26,854, with only 7,714 acres of woodland. Density is about 141 people per square mile, which is the band where land exists but you drive for it — comparable to Clark and Woodford, and roughly triple a genuine acreage county like Grayson. The caveats are about ground and water rather than availability. The Kentucky Geological Survey describes rolling to hilly terrain with ridgetops at 1,000 to 1,100 feet and knobs above 1,200 feet along the eastern and southern edges, and it puts 80 per cent of the county in uplands where most drilled wells will not produce a dependable domestic supply unless drilled along drainage lines. So walk the contours, ask whether a water district line reaches the property, and get the septic evaluation early. If the plan genuinely needs several hundred acres of timbered ground, Rowan County to the east is a different kind of land market and the better place to look.
Will I get water on a ridge tract, or do I need a water line?
Ask before you buy, because this is the county's sharpest split. The Kentucky Geological Survey's Groundwater Resources of Montgomery County states it plainly: some wells located in the major creek valleys will produce enough water for a domestic supply, except during dry weather, but in the upland areas — which KGS puts at 80 per cent of the county — most drilled wells will not produce enough water for a dependable domestic supply unless they are drilled along drainage lines, in which case they may produce enough except during dry weather. Water quality is a second issue on top of quantity: throughout the county groundwater is hard or very hard and may contain salt or hydrogen sulfide, especially at depths greater than 100 feet. The alluvium along the streams yields almost no water to drilled wells, so a bottomland parcel is not automatically the answer either; the productive aquifers are the sandstones of the Grundy Formation and the Breathitt Group on the eastern side, which yield more than 500 gallons a day to most wells in broad valley bottoms and much less on hillsides and hilltops. The underlying study is McGrain and Currens (1978), so this is the regional pattern rather than a prediction for one parcel. The practical instruction is the same either way: on any upland tract without a public water main at the road, find out whether a rural water district line can reach the property and what it costs to extend, and treat a well as a contingency to be priced rather than an amenity you can assume.
Does Montgomery County need a deeper footing or a stiffer frame than its neighbours?
No, and the intuition that an eastern-Kentucky county must carry a deeper footing is wrong here. Table R403.1.4 of the Kentucky Residential Code names three deeper frost lists — 33 inches for Floyd, Knott, Letcher, Martin and Pike; 30 inches for Boone, Breathitt, Campbell, Harlan, Johnson, Kenton, Leslie, Magoffin and Perry; 27 inches for Bell, Clay, Knox, Lawrence and Owsley — and Montgomery is on none of them, so it takes the All other KY Counties row at 24 inches, the same as Lexington. Table R301.2(1) gives the county a ground snow load of 15 psf, the statewide floor; the code's heavier 20 psf reaches eighteen named counties and Montgomery is not among them. Table R301.2.2.1 puts the county in Seismic Design Category B, and IRC R301.2.2 Exception 1 exempts detached one- and two-family dwellings and their accessory structures in Categories A, B and C from the seismic provisions entirely, so the frame is braced for wind rather than for base shear. Wind is 115 mph ultimate statewide with the code's own instruction that topographic effects shall be investigated — worth taking seriously on a knob-top site above a valley, since the topographic factor can raise the effective pressure well above the flat-ground case. Two things do cost more than people expect. DHBC's own prescriptive post-frame section, §R327, requires the top of a poured pier footing to be at least 48 inches below finished grade, double the county frost depth, and by its own terms that section is scoped to single-storey residential accessory structures within stated size limits — so a post-frame home falls outside it and is engineered. And §R403.1.4 works in your favour on rock: where solid rock is exposed during grading, the footing may bear on it and is not required to reach the frost line at all.
The flood map changed recently. Does that affect me?
It may, and it is worth checking rather than assuming. FEMA's Community Status Book shows both unincorporated Montgomery County, CID 210326, and the City of Mount Sterling, CID 210234, on a current effective map dated 28 February 2025, replacing FIRMs that went back to 1987 and 1985 respectively. Jeffersonville, CID 210358, and Camargo, CID 210421, are still on 6 January 2011 maps. A countywide revision that recent means a parcel's flood status can differ from an older elevation certificate, a survey drawn before the revision, or what a neighbour remembers — and the current panel is the one your lender and insurer will use. Beyond the map itself, Kentucky stacks a second permit on top of any local one: a state Division of Water Individual permit is required for construction in the base floodplain under KRS 151.250 and 401 KAR 4:060 §2, on form DOW 7116, and the state's jurisdiction covers the whole base floodplain rather than only the regulatory floodway. Inside Mount Sterling the zoning ordinance adds its own FP-C Flood Plain and Conservation district under §606, with a one-acre minimum lot and a requirement that buildings be designed to offer minimum obstruction to the flow of waters and be firmly anchored against being moved or damaged by it. One more thing worth raising with an insurance agent: no Montgomery County community holds a Community Rating System class, so there is no CRS premium discount anywhere in the county — while Bath County immediately east holds Class 8 and a 10 per cent discount.
If no county inspector looks at the frame, does anything actually get checked?
Yes, and several of the checks have real teeth. KRS 198B.060(11) provides that no utility may initiate permanent electrical service to a new building until a certified electrical inspector issues a final certificate of approval — that is not a fine after the fact, it is no meter. The Commonwealth assigns Montgomery County a state building inspector, a state manufactured housing inspector, a state electrical inspector, an HVAC inspector, a plumbing inspector, an elevator inspector and a boiler inspector, all named on its county sheet at ky.gov addresses, with the plumbing inspector holding Thursday morning office hours in the health department building at 117 Civic Center. The trades are licensed by the state regardless of what any county requires: electrical under KRS 227.450 to 227.530, plumbing under KRS Chapter 318, HVAC under KRS Chapter 198B. The Montgomery County Health Department controls the on-site sewage permit independently of anything on the building side, and under 902 KAR 10:085 the site must carry both the system and a full replacement area. Anything in the base floodplain needs a state Division of Water Individual permit on form DOW 7116, stacked on top of the local floodplain permit. And inside the Mount Sterling city limits, or where a subdivision falls within five miles of them, the city's own ordinance and its Building Inspector apply. Kentucky issues no state licence for residential general contracting, so nobody can claim one — what a buyer can and should ask for instead is a build to the Kentucky Residential Code, because a lender, an appraiser and an insurer will each want to see one whether or not a local inspector ever visits.
