Pulaski County is the company's home county, and it is also one of the two or three best acreage counties in Kentucky on the evidence: 662 square miles at 98 people per square mile, 1,600 farms — second-most of any Kentucky county — and 200,962 acres in farms at an average of 126 acres each. The thing a buyer here has to get right is not the ground, it is the line. Pulaski County's own government publishes that the county has no zoning laws, does not require a building permit for residential construction, and does not issue certificates of occupancy; its building inspector is titled the County Commercial Building Inspector. Cross into Somerset and the answer reverses completely — the City of Somerset runs a state-certified Building Inspection Department that regulates all residential and commercial construction, issues permits, reviews plans and withholds the certificate of occupancy until as-built drawings are in. Building conditions in Pulaski County

The building code is the same in every Kentucky county, and no local government may adopt or enforce a different one on a house — the Kentucky Residential Code says so in its own text. The design criteria are settled by the state too: the code prints a filled-in table covering all 120 counties, so your county's ground snow load, frost depth and seismic design category are published figures rather than something a local office decides. Ultimate design wind speed is 115 mph for every county in the state.

What changes from one county to the next is whether anyone checks. Kentucky makes permits, inspections and certificates of occupancy optional for a single-family home unless the local government has passed an ordinance requiring them, and it forbids the state from stepping in where none has. The county requires no residential building permit — the city inside it requires one for everything
Pulaski County Government's own departments page states that the county currently has no zoning laws, that building permits are not required for residential construction in the county, that commercial construction does require a permit, and that the county does not issue certificates of occupancy. Its inspector is titled County Commercial Building Inspector. The City of Somerset's Building Inspection Department, by contrast, is certified by the Commonwealth to regulate all residential and commercial building construction inside the city, and its permit application says no certificate of occupancy is issued until as-built drawings are submitted. The same house is permitted and inspected on one side of the city line and neither on the other. No county zoning at all — so no accessory-structure size or height cap on rural land
Kentucky's planning and zoning chapter, KRS Chapter 100, is optional, and Pulaski County has not taken it up. The county states plainly that it has no zoning laws, and its published ordinance index bears that out: it lists a Flood Insurance ordinance, a Flood Damage Prevention ordinance, occupational tax ordinances and an Electrical Inspection Fee ordinance, and no zoning ordinance and no residential building-permit ordinance anywhere in it. USDA's 2022 Census of Agriculture county profile puts Pulaski at 1,600 farms across 200,962 acres, averaging 126 acres. The real minimum lot size here is 22,000 square feet, and a health department sets it
With no county zoning there is no county minimum lot size. The binding floor comes from the Lake Cumberland District Board of Health, whose lot-size regulation — adopted under the authority of KRS 212.230(1)(c) — provides that lots created, sectioned or platted off after 1 January 2007 and intended for construction of a home or a building for human habitation shall be a minimum of 22,000 square feet, roughly half an acre. For a subdivision lot the same 22,000 square feet must be suitable or provisionally suitable area as interpreted under Kentucky's on-site sewage regulation, 902 KAR 10:085. The district also requires a detailed floor plan showing bedrooms, laundry, kitchen and baths, signed by the owner, builder or developer, at the time of the site application — a floor plan before a septic permit, which surprises people who expected the sequence to run the other way.

Three separate Kentucky Residential Code tables answer for Pulaski, and each has to be attributed to the table that publishes it. Table R301.2(1) gives Pulaski a ground snow load of 15 psf, the statewide floor, against 20 psf on the Ohio River tier and in the eastern mountains. Table R403.1.4, Minimum Frost Protection Depth for Kentucky, puts Pulaski in its All other KY Counties row at 24 inches, against 27, 30 and 33 inches in the named eastern and northern counties. Table R301.2.2.1 assigns Seismic Design Category B, which means IRC R301.2.2 Exception 1 exempts a detached one- or two-family dwelling from the seismic provisions altogether. Karst under Somerset and EPA radon Zone 1 across the county — one geology, two problems
The Kentucky Geological Survey names Somerset as one of three cities in its Eastern Pennyroyal karst area, alongside Mount Vernon and Monticello, and lists radon infiltration into homes among karst's hazards right beside sinkhole flooding and sudden cover collapse. Pulaski is also one of only thirty Kentucky counties EPA maps as radon Zone 1, its highest potential class. Those are the same fact seen twice: soluble carbonate rock. The practical consequences are separate, though. For septic, 902 KAR 10:085 rules an area unsuitable if it is closer than seventy feet to an open sinkhole throat, downslope from the sinkhole sideslope midpoint, or subject to flooding damage — and the second of those is not a fixed radius, so one large sinkhole can sterilise a great deal of a parcel. For radon, the Kentucky Residential Code adopts appendices K, R and S and not Appendix F, Radon Control Methods, so radon-resistant construction is nowhere required in Kentucky. Also worth knowing before you build in Pulaski County

Burnside is the one Pulaski community not in the flood program
FEMA's Community Status Book for Kentucky lists unincorporated Pulaski County (CID 210197) and the City of Somerset (CID 210199) among communities participating in the National Flood Insurance Program — the county with an initial FIRM of 16 July 1990 and Somerset from 4 September 1985, both on a current effective map dated 22 July 2010. The City of Burnside (CID 210426) appears instead under communities not in the flood program, carrying a 22 July 2011 date. Burnside sits directly on Lake Cumberland at the mouth of the South Fork, which is precisely where a buyer is most likely to be looking at water frontage, and NFIP standing is what decides whether federally backed flood insurance can be written at all. The county's own ordinance index does list a Flood Insurance ordinance and a Flood Damage Prevention ordinance, which is what participation requires. On top of any local approval, Kentucky requires a separate state Division of Water floodplain permit for construction in the base floodplain under KRS 151.250 and 401 KAR 4:060 §2, applied for on form DOW 7116.

Two occupational licences stack in Somerset, and every subcontractor buys their own
The City of Somerset requires a business licence of anyone conducting business inside the city, on a licence year running 1 May to 30 April. Its contractor line is $150 for a local contractor and $200 for a non-local one, covering carpentry, electrical, plumbing, roofing, masonry and the related building trades — and the city's own answer to whether subcontractors need their own is that each contractor purchases his or her own licence. Separately, Pulaski County levies its own occupational licence fee through the Pulaski County Occupational Tax Office at 100 N. Main Street Suite 206, 606-679-2393, so a job inside the city sits under both. None of this is a competency licence: Kentucky issues no state contractor licence for residential general contracting, and neither the city nor the county tests or certifies a builder. No building permit does not mean no inspection — the meter is the gate
KRS 198B.060(11) provides that no utility may initiate permanent electrical service to a new building until a certified electrical inspector has issued a final certificate of approval. That reaches every parcel in Kentucky regardless of whether anyone inspects the structure. Pulaski County publishes four county electrical inspectors by name — Jackie Spears, Michael Ledger, Larry Strunk and Ron Ebling — and its ordinance index carries an Electrical Inspection Fee ordinance. Pulaski is not a mine subsidence county, and Kentucky has no equivalent for karst
Kentucky's Mine Subsidence Insurance Fund covers 37 counties whose fiscal courts voted the coverage in, and in those counties KRS 304.44-030 puts the endorsement on every property policy automatically unless the insured waives it in writing. Pulaski is not one of the 37, and neither are Wayne or Rockcastle — the fund maps the eastern and western coal fields, and Pulaski sits between them. Inside Somerset: 15 cents a square foot to review, and a soil-disturbance threshold most people miss
The City of Somerset's building permit application prices plan review by occupancy in cents per square foot, with residential at 15 cents; the $285 minimum non-refundable review deposit printed on the form is stated for commercial plan review. The checklist wants structural drawings where applicable, a site plan showing the building location and distances to adjacent buildings and property lines, a list of general contractors and subcontractors with contact information, and a certificate of insurance. A ZIP code is a mail route and does not respect a county boundary, so it is worth checking rather than assuming. ZIP 42501 is a standard street-delivery ZIP assigned to a single county, Pulaski, covering Somerset plus the Acorn, Alcalde, Elihu, Poplarville, Public, Ruth, Stab and Walnut Grove names. The expensive surprises are in the ground, not the building

What moves a Kentucky budget is usually below grade, and more often than not it is what the ground is sitting on rather than the ground itself. The Kentucky Geological Survey says 92 of the state's 120 counties contain karst — limestone that dissolves — across four named areas: the Western Pennyroyal around Bowling Green and Hopkinsville, the Inner Bluegrass around Lexington, the Eastern Pennyroyal through Somerset and Monticello, and Pine Mountain in the south-east. On karst, KGS's own model ordinance for local governments lists the structures that should not be sited in sinkhole areas, and the list is buildings with soil-bearing foundations and buildings that cover thousands of square feet with impermeable surface. A post-frame or steel building on a monolithic slab is both of those at once. KGS is equally clear that nearly all karst parcels still have buildable ground on them — so karst does not stop the build, it removes the option of siting the pad by eye. A filled and graded-over sinkhole is the classic trap, because the pad looks perfect.

In the two coal fields the question is undermining instead, and Kentucky treats it differently from everything else: mine subsidence coverage is added automatically to property policies in the counties whose fiscal court voted the fund in, with a written opt-out — thirty-seven of them — while karst collapse gets no fund at all and falls under the ordinary earth-movement exclusion. On slopes the surprise is geographic: KGS's landslide inventory puts Kenton, Campbell, Boone and Gallatin — the northern Kentucky counties opposite Cincinnati — near the very top, above most Appalachian counties, on Ordovician shale. Three of those four — Boone, Campbell and Kenton — are the only counties in the state with a line of their own in the residential code's bearing table, which raises the presumptive value for two named clay groups there and nowhere else. Everywhere else the table gives clay and silt a single presumptive figure, and a soils investigation becomes mandatory once the building official determines the real capacity is likely to be lower than it.

The same ground then sizes the septic system, and Kentucky does that from soil morphology — a certified inspector reading the profile in a backhoe pit — rather than from a percolation test, at 110 gallons a day per bedroom against an application rate taken from soil texture and structure. On a mound or other alternative design a measured permeability test can still be required. And on karst the septic regulation is blunter than the building code ever gets: it declares the ground within seventy feet of an open sinkhole throat unsuitable outright. The soil that needs a foundation engineer is usually the soil that complicates the drainfield, so the site work, the foundation and the septic get resolved together rather than one at a time. Yes, and the check has teeth. KRS 198B.060(11) says no utility may initiate permanent electrical service to a new building until a certified electrical inspector issues a final certificate of approval. Can I build a shop bigger than the house?

The Lake Cumberland District Health Department, which covers ten counties — Adair, Casey, Clinton, Cumberland, Green, McCreary, Pulaski, Russell, Taylor and Wayne — with the Pulaski office at 45 Roberts Street in Somerset. The district's own lot-size regulation, adopted under KRS 212.230(1)(c), sets a minimum of 22,000 square feet, about half an acre, for a lot created or platted after 1 January 2007 and intended for a home; a subdivision lot needs that 22,000 square feet to be suitable or provisionally suitable area under 902 KAR 10:085. The sequence is worth knowing in advance: you apply for a site evaluation and submit a floor plan showing bedrooms, laundry, kitchen and baths, dig two to four backhoe pits about 42 inches deep and 50 to 100 feet apart in the proposed field, get the soil evaluated and a system write-up, then a certified installer applies for the permit. On karst ground the regulation rules an area unsuitable within seventy feet of an open sinkhole throat, anywhere downslope of the sinkhole sideslope midpoint, or where it is subject to flooding — so the sinkhole map can decide a parcel before the building plan does.
What design figures does a Pulaski County build have to meet?
Pulaski gets the lightest structural case the Commonwealth publishes. The Kentucky Residential Code's Table R301.2(1) sets a ground snow load of 15 psf here, the statewide floor, where the Ohio River tier and the eastern mountains carry 20. Table R403.1.4 puts Pulaski in its All other KY Counties row at 24 inches of minimum frost protection depth, against 27, 30 and 33 inches in the named eastern and northern counties. Table R301.2.2.1 assigns Seismic Design Category B, and IRC R301.2.2 Exception 1 exempts a detached one- or two-family dwelling in Category A, B or C from the seismic provisions entirely — so the shell is braced for wind, not for a seismic base shear the way a Paducah building has to be. Wind is 115 mph ultimate statewide, with the code's own instruction that topographic effects shall be investigated, and on a Lake Cumberland ridge top that instruction earns its keep: the topographic factor can raise the real pressure well above the flat-ground number. Weathering is severe and termite probability moderate to heavy, both statewide.
Is Pulaski County a good place to actually find acreage?
It is one of the best in Kentucky, and that is measurable rather than a claim. USDA's 2022 Census of Agriculture counts 1,600 farms in Pulaski — second-most of any Kentucky county, behind Barren — across 200,962 acres at an average of 126 acres. The distribution is what makes it a homesite market rather than just a farming one: 552 farms of 10 to 49 acres and 621 of 50 to 179 acres, so the mid-size tract a barndominium buyer is usually after is the ordinary Pulaski parcel, not the rare one. The county carries 662 square miles at 98 people per square mile, the largest land area of any county in the state's farm-count top five. Lake Cumberland shapes the south and east of it, which means genuine water frontage and also genuine steep-slope and floodplain exposure — the Eastern Pennyrile is more eroded than the plains to the west, and a lakeside ridge parcel can have far less flat building envelope than its acreage suggests. Walk the ground before you buy the deed description.
What about radon and sinkholes here?
Both are real and neither is regulated into your build. The Kentucky Geological Survey names Somerset as one of three cities in its Eastern Pennyroyal karst area, and EPA maps Pulaski as one of only thirty Kentucky counties in radon Zone 1, its highest potential class — those are the same carbonate geology described twice, and KGS itself lists radon infiltration into homes as a karst hazard. The Kentucky Residential Code adopts appendices K, R and S and does not adopt Appendix F, Radon Control Methods, so nothing in Kentucky requires radon-resistant construction anywhere. A passive sub-slab depressurisation rough-in costs very little while the slab is still open and a great deal to retrofit, so it is worth deciding on deliberately rather than by default. For sinkholes, check the KGS Karst Potential Index viewer against the parcel before you commit, then let the health department's site evaluation confirm it — the septic regulation's seventy-foot sinkhole rule and its downslope-of-the-sideslope-midpoint rule are what will actually rule ground in or out.
Do I need a contractor's licence to build in Somerset or Pulaski County?
Kentucky issues no state contractor licence for residential general contracting, so there is no competency licence to hold. What Somerset requires is a business licence of anyone conducting business inside the city, priced on its contractor line at $150 for a local contractor and $200 for a non-local one, on a licence year running 1 May to 30 April — and the city's own answer is that each contractor purchases his or her own, so a crew of separate trades on one site means a licence apiece. Pulaski County separately levies an occupational licence fee through its Occupational Tax Office at 100 N. Main Street Suite 206, so a job inside the city limits sits under both. The trades themselves are licensed by the Commonwealth regardless of any of this: electrical under KRS 227.450 to 227.530, plumbing under KRS Chapter 318 and HVAC under KRS Chapter 198B, each with a state inspector assigned to Pulaski County.
