Oldham County is where a barndominium search in the north-east Louisville ring either resolves in one afternoon or has to move counties, and the number that decides it is 5.01 acres. Oldham does not do what Fayette does — its AG-1 Agricultural/Residential minimum lot area is 43,560 square feet, one acre, which is generous by Kentucky county-zoning standards. The restriction is somewhere else entirely. Section 250-030 of the Oldham County Comprehensive Zoning Ordinance publishes a graduated cap on accessory structures that applies in every district: 800 square feet on a lot of 20,000 square feet or less, 1,200 square feet up to an acre, 1,800 square feet from one to 2.99 acres, 2,700 square feet from three to five acres, and no size restriction at all at 5.01 acres or larger. Two accessory structures, three only by conditional use permit and never on a parcel under five acres. A shop bigger than the house is the whole point of this building type, and in Oldham the parcel has to clear five acres before the ordinance stops writing the shop's floor area for you. Genuine agricultural structures come out from under the table under paragraph A, but that is an agricultural-use test, not a box to tick. Under that sits the harder constraint. Oldham County's own comprehensive plan, working from the USDA Soil Conservation Service's Soil Survey of Oldham County, publishes a soil table in which 15.8 percent of the county's land area has only slight limitations for septic tank absorption fields, 9.4 percent moderate, and 74.8 percent severe — and the plan says in its own words that approximately 75 percent of the county's land area is soils with severe limitations. Where there is no sanitary sewer the future land use plan holds development to no more than one dwelling unit per acre. Where there is sewer, it is MSD or La Grange Utilities, and it is not out in the AG-1 country. Add the karst: KIPDA's regional hazard mitigation inventory counts 3,664 sinkholes in Oldham County, against 644 in Shelby and 1,952 in Bullitt, which makes this the most sinkhole-dense county in the Louisville region. Oldham is worth building in, and it is well run — Planning and Development Services issues the building permit at fifteen cents a square foot with a $100 minimum, the county inspects to the Kentucky Residential Code, and the county engineer is the floodplain administrator. But be straight about the land. USDA's 2022 Census of Agriculture counts 410 farms across 55,910 acres in Oldham, and only 130 of those farms are 50 acres or more, on a county of 189 square miles at 358 people per square mile with a median household income of $121,491. Shelby County next door has 1,350 farms across 160,081 acres, 397 of them in the 50-to-179-acre band against Oldham's 90, at 125 people per square mile. If the requirement is a specific Oldham parcel — family ground, a Harrods Creek view, the school district — this page is for that. If the requirement is five-plus acres at a price that leaves budget for the building, the honest answer is Shelby County first and Franklin County second, and Bullitt County is not the answer despite the map, because only 16 percent of Bullitt's land area is in farms at all.

5.01 acres is the number that decides an Oldham build, and it is an accessory-structure rule
Section 250-030 of the Oldham County Comprehensive Zoning Ordinance publishes a table that most counties do not, and it applies in every zoning district rather than only in the small-lot residential ones. The total maximum floor area of accessory structures over 120 square feet, and the maximum number of them, is set by parcel size: 800 square feet and two structures on a parcel of 20,000 square feet or less; 1,200 square feet and two from 20,001 square feet to 0.99 acres; 1,800 square feet and two from 1.0 to 2.99 acres; 2,700 square feet and two from 3.0 to 5.0 acres; and at 5.01 acres or larger, no restriction on size, two structures, with a third allowed by conditional use permit. The ordinance then closes the obvious workaround: conditional use permits for more than two accessory structures shall not be allowed on parcels of less than 5.0 acres. For this building type that table is the whole planning conversation. A detached 40-by-60 shop is 2,400 square feet and does not fit on a two-acre AG-1 lot at all; it fits at three acres with 300 square feet to spare; and only above five acres does the ordinance stop sizing the building. Paragraph A takes genuine agricultural accessory structures such as barns and stables out from under the whole section, leaving them only the principal-structure setbacks of their district — but that is a use test the planning office applies, not a label. Three placement rules survive regardless: no accessory structure may sit between the principal building and the front property line, everything is five feet minimum off rear and side lines, and accessory structures may not occupy more than 35 percent of the area between the rear property line and the house.

Three quarters of Oldham County's land area rates SEVERE for a septic absorption field — the county says so itself
This is the sentence that reframes an Oldham land search, and it comes from the county's own comprehensive plan rather than from a consultant. Table 5.1, Oldham County Soil Type Limitations for Septic Tank Absorption Fields, splits the county's land area three ways: 15.8 percent slight limitations, spread across Crider, Elk and Wheeling silt loams on gentle slopes; 9.4 percent moderate, mostly Crider, Hagerstown and Wheeling on 6 to 12 percent slopes; and 74.8 percent severe. The plan states the conclusion in its own words — approximately 75 percent of the land area in Oldham County is comprised of soils that have severe limitations in adequately supporting septic tank absorption fields. The severe list is dominated by the Beasley, Caneyville, Faywood, Lowell, Nicholson and Cynthiana silt loams and silty clay loams, several of them on 12 to 60 percent slopes, plus the Huntington, Lindside, Newark and Nolin bottomland soils that flood. The plan is explicit about the consequence: areas where sewers are not available and soil is inadequate for supporting septic tank absorption fields create a limiting effect on development opportunities, and its own remedies are shared or multi-lot absorption fields, alternative systems — lagoons, spray systems, holding tanks — and extending the regional plants. Two entities provide wastewater treatment in Oldham: the La Grange Utility Commission, serving roughly 4,000 customers in and adjacent to the city, and MSD, which acquired the Oldham County Environmental Authority's facilities in 2020 and now runs everything else, roughly 6,000 residential customers outside Crestwood. 3,664 sinkholes — Oldham is the most sinkhole-dense county in the Louisville region, by a wide margin
The Kentuckiana Regional Planning and Development Agency's regional hazard mitigation work inventories sinkholes county by county, and Oldham leads its region: 3,664 sinkholes, made up of 495 identified from topographic mapping and 3,169 from LiDAR. Shelby County, immediately south-east, counts 644. Bullitt counts 1,952. KIPDA rates the probability of sinkhole occurrence in the region as high because of the number identified and the moderate-to-high karst potential in each county, while rating overall vulnerability low to moderate because no past event has caused serious casualties or major property damage. Read the methodology before comparing counties, because it is not uniform — Oldham, Bullitt and Shelby have LiDAR-derived counts, while Trimble at 484, Henry at 113 and Spencer at 21 are topographic-only and are therefore undercounts rather than genuinely quieter ground. The geology explains it. KGS's Oldham County groundwater atlas puts the Upper Ordovician Drakes Formation at the base of the exposed section, overlain by the Silurian Brassfield Formation, Osgood Formation, Laurel Dolomite, Waldron Shale and Louisville Limestone, and then Devonian limestones and the New Albany Shale. Those Silurian carbonates are soluble, and they are what dissolves into closed depressions across the county. Two things this county is not: the Ordovician Kope Formation that drives Northern Kentucky's landslide inventory does not appear in the Oldham section, and the Kentucky Residential Code's only county-specific bearing amendment — the 2,000 psf value for CL and CH soils in Table R401.4.1 footnote c — names Boone, Campbell and Kenton and reaches Oldham not at all. Table R401.4.1's general 1,500 psf figure for the CL, ML, MH and CH clay and silt group is the presumptive value here, with footnote b sending the site to a soils investigation where the building official judges in-place soils likely to fall below it. Oldham County's own comprehensive plan is more measured than the sinkhole count sounds, saying that although not as high as some other Kentucky counties, Oldham does have the potential for karst features — and then names the risks precisely, including one worth carrying into every site visit: flooding around karst features does not show up on FEMA flood maps.

Oldham County inspects, and Planning and Development Services is the same front door
Kentucky makes this a county-by-county question — KRS 198B.060(1) leaves permits, inspections and certificates of occupancy discretionary on a single-family residence unless the local government adopted an ordinance requiring them, and KRS 198B.060(4)(b) stops the state preempting on single-family dwellings. Oldham requires them. The Oldham County Inspections Office is an agency created and overseen by the Oldham County Fiscal Court to enforce state and locally mandated building and electrical codes, and DHBC's Oldham sheet, updated 29 August 2025, names Matthew Dunaway as Local Building Inspector on 502-222-3967 at 100 West Jefferson Street, La Grange. That is the same building as Planning and Development Services on 502-222-1476, and the published fee schedule is issued in the planning department's name, which is the useful practical detail: zoning and building sit in one office here rather than in two agencies as they do in Boone County. AG-1's minimum lot is one acre — the numbers that actually bind are 20 percent, 35 feet and 300 feet
It is worth saying plainly that Oldham does not do what Fayette County does. Lexington's A-R district carries a 40-acre minimum; Oldham's AG-1 Agricultural/Residential minimum lot area is 43,560 square feet, one acre, and its stated intent is to support agriculture and to minimise urban-type development in rural areas until urban-type services and utilities can be efficiently provided. So the county is not zoned out of reach on lot size. The dimensional standards that do bite are elsewhere in the same table. Maximum lot coverage for structures is 20 percent of the lot area, which on a one-acre AG-1 lot is 8,712 square feet of footprint across everything, house and shop together. Maximum structure height is 35 feet, with agricultural structures exempt — lower than the 45 feet Boone County allows in A-1, and low enough to matter for a two-storey living end or a tall overhead door bay. Minimum road frontage and lot width step up hard with size: 150 feet under 2.5 acres, 300 feet at 2.5 acres or more, with a 200-foot minimum lot depth throughout, which is a real constraint when splitting a long narrow field. Setbacks are 50 feet front, 15 feet side, 40 feet rear, and 50 feet on a street side rising to 75 feet against an arterial roadway. CO-1 Conservation/Residential, which the ordinance uses to protect wooded ground, watercourses and lake sites, runs the same one-acre minimum and the same envelope with a 75-foot front setback on an arterial. AG-2 Agricultural Business is the district for supplemental farm income — distilleries, riding academies — and it does carry a 5-acre minimum with 300 feet of frontage. Single-family detached dwellings and attached and interior accessory dwelling units are permitted uses in AG-1; detached accessory dwelling units are conditional, only one per parcel, the owner must live in one of the two units and sign an affidavit at building-permit stage, and a detached unit counts as a whole unit against density where interior and attached ones count zero.

410 farms on 189 square miles — and Shelby County has 1,350 on 384
This is the quantitative half of an honest answer about Oldham land. USDA's 2022 Census of Agriculture county profile counts 410 farms in Oldham across 55,910 acres, averaging 136 acres — about 46 percent of the county's 120,960-acre land area still in farms. The size distribution is where the problem shows: 42 farms of 1 to 9 acres, 214 of 10 to 49, 90 of 50 to 179, 40 of 180 to 499, 12 of 500 to 999 and 12 at 1,000 acres or more. So 130 farms in the whole county are 50 acres or larger, and 52 percent of everything counted as a farm here sits in the 10-to-49-acre band, which in a county with a median household income of $121,491 is as much an estate band as an agricultural one. The five-year direction is unusual and worth reading carefully rather than cheerfully: farm count fell 12 percent while land in farms rose 9 percent and average farm size rose 23 percent, which is consolidation — fewer, larger holdings — not new supply. Compare the ring. Shelby County: 1,350 farms across 160,081 acres, 65 percent of its land area, with 397 farms in the 50-to-179-acre band against Oldham's 90 and 139 in the 180-to-499 band against Oldham's 40, at 125 people per square mile against Oldham's 358. Franklin County: 532 farms across 63,623 acres with 220 in the 50-to-179 band. Bullitt County, despite sharing the ring and the axis, is not the land answer at all — 420 farms across 29,789 acres is only 16 percent of its land area, and its 50-to-179 band holds 97 farms with just 26 farms at 180 acres or more. Oldham is a good county to build in and a straightforward one to permit in. For volume acreage the honest routing is Shelby first, Franklin second.

Also worth knowing before you build in Oldham County

15 psf of snow — and Trimble and Henry, right next door, carry 20
Oldham fronts the Ohio River, and the instinct is to assume it inherits the Ohio River tier's heavier snow case. It does not, and the county line is where the number changes. The Kentucky Residential Code's Table R301.2(1) names 18 counties at a 20 psf ground snow load and puts every other Kentucky county at 15 psf. The 20 psf list runs along the river through Boone, Gallatin, Carroll and Trimble, and inland through Grant and Henry — and then stops. Oldham is not on it, and neither is Jefferson. So a build in the north-east corner of Oldham designs for 15 psf while a build a few miles up the river in Trimble County designs for 20, and the same step exists across the Henry County line to the east. Two more figures come from two more tables and they do not travel together. In Goshen you need two building permits, and a committee reviews how the building looks
Oldham County's zoning is a joint ordinance, and Section 010-140 names the Oldham County Planning Unit as four bodies: the Fiscal Court, the La Grange City Council, the Pewee Valley City Council and the Crestwood City Council. The Board of Adjustments that hears conditional use permits and dimensional variances is shared by Oldham County, La Grange and Pewee Valley. Cities outside that unit can still bind. Goshen, incorporated in 1990 out of the Harmony Lake subdivision, adopts the Oldham County Zoning Ordinance as amended from time to time by its own Section 152.01 — so the county's dimensional standards and the Section 250-030 accessory-structure table apply there — and then adds a layer of its own. Under Goshen Section 150.02, no building, outbuilding, driveway, grading, sloping, elevation, wall, fence, deck or treehouse may be erected, placed or altered on any lot until the construction plans, specifications and a location plan have been filed and approved in writing by the Architectural Control Committee as to quality of workmanship and material, harmony of external design with existing structures, and location with respect to topography and finished grade elevation — and until a city building permit has been obtained. Section 150.03 lets the committee require the county building permit, blueprints, a plot plan and a typed description of building materials as conditions of approval. Section 150.05 requires both the county permit and the city permit posted at the site throughout construction. Section 150.06 gives new home or garage construction 180 days from the committee's approval to finish, with extensions requested in writing at least 14 days ahead. The committee has 45 days to act, after which approval is not required. For a metal or post-frame building the phrase to plan around is harmony of external design with existing structures — that is a design-review test, and it is worth engaging with before drawings are finished rather than after. Note also that the county's 2020 population divides 46,905 in unincorporated Oldham against 20,702 across La Grange (10,067), Crestwood (6,183), Pewee Valley (1,588), Orchard Grass Hills (1,536), Goshen (892) and River Bluff (436), so roughly seven in ten Oldham residents live outside any city.

Oldham County runs a Capacity Standards system that very few Kentucky counties have, and Division 270 of the zoning ordinance sets it out: the legislative bodies establish the system to ensure adequate water supply, wastewater disposal, public schools and roads are available at the time developments are occupied, and a permit for a proposed development shall not be granted unless the appropriate legislative body has determined that the public facilities will be adequate. The school half has teeth. Section 270-050 says available school capacity shall be considered as part of the consideration to subdivide land, and that capacity inadequate to accommodate the students a project generates may be considered grounds for denial of a subdivision plat. Capacity and students-generated-per-dwelling are quantified from Oldham County Board of Education data reviewed at least annually, and the ordinance names the mitigation mechanism explicitly: the Board of Education has adopted a Campus Capacity Worksheet that averages the capacity of the elementary, middle and high school serving the development and applies a multiplier to generate the number of building permits allowed per calendar year for that development. Two things follow. First, this is the real supply constraint in a county whose schools are the reason many people move here — new lots are throttled, which is a large part of why the acreage market is what it is. Second, it does not reach a single house: Section 270-020 exempts single-family dwellings on a lot of record, along with developments approved before the regulations and alterations that create no additional impact. So buying an existing platted lot and building on it is outside the system entirely, while creating new lots is inside it. The same division sets fire-protection standards that do reach an individual build — buildings on private roads or shared access easements must be accessible by full-size fire apparatus, with bridges rated for it, and single-family detached development on lots of an acre or more with buildings including accessory buildings set back at least 30 feet from any property line needs 500 GPM of fire flow at a residual pressure of no less than 20 PSI, against 750 GPM for everything else.

$600 to the health department before the county will look at a building permit
Kentucky issues on-site sewage permits locally, under 902 KAR 10:085 for site evaluation and 902 KAR 10:110 for permit issuance, which places issuance with a certified inspector at the health department having jurisdiction. Oldham is served by the Oldham County Health Department — an independent county department rather than one of Kentucky's multi-county districts — at 1786 Commerce Parkway, La Grange KY 40031, 502-222-3516, with environmental services open Monday to Thursday 8am to 4:30pm and Friday mornings. Its published checklist for obtaining a building permit runs in a fixed order and prices each step: a site and soil evaluation application with a $300 fee, allowing 10 to 14 days for the fieldwork, which needs a backhoe on site and has to be complete before anything else moves; then a $300 on-site sewage construction permit, applied for by a certified installer unless the homeowner is installing, with a drawing of the proposed system required for issuance. An alteration permit is $300 and a repair permit $150, on fees adjusted 25 March 2022. The checklist then states the sequencing point that matters: once those requirements are met a certificate is issued for submission to planning and zoning for obtaining a building permit. So on an unsewered Oldham parcel — which is most of the county outside La Grange, Crestwood and the MSD footprint — $600 and the soil pits come before the building permit, and the proposed lateral field has to be protected from regrading and heavy equipment from that point on. The Ohio River, a brand-new flood map, and the state permit that stacks on the local one
Oldham fronts the Ohio for its whole northern boundary, from Prospect round past Goshen and Westport, and the county's comprehensive plan names the Ohio River as the county's only severe flood potential corridor while listing 26 internal creeks at moderate potential — Harrods Creek, Floyds Fork and its east and north forks, Currys Fork and its north and south forks, Cedar Creek, Eighteen Mile Creek, Brush Creek, Darby Creek, Hite Creek, Sinking Fork and the rest. FEMA's Kentucky Community Status Book lists unincorporated Oldham County as CID 210185 and the City of Crestwood as 210027, both participating in the National Flood Insurance Program on a current effective map dated 16 October 2025 — a remap barely a year old, which is the single best reason not to rely on what an owner remembers about a parcel's flood zone. Goshen (210397) and Orchard Grass Hills (210398) are listed participating on a 23 March 2021 map, with Goshen carried as NSFHA, all zones C and X. No Community Rating System class appears for any Oldham community in that listing, so no CRS premium discount should be assumed; only 33 Kentucky communities carry one. Locally, the Oldham County Engineer serves as Floodplain Administrator, and Goshen maintains its own floodplain management chapter. On top of whatever the local administrator requires, Kentucky requires a separate state Division of Water floodplain construction permit for work in the base floodplain, under KRS 151.250 and 401 KAR 4:060 §2, on form DOW 7116 — the state permit stacks on the local one rather than replacing it. And carry the county's own karst warning alongside the maps: flooding around karst features does not show up on FEMA flood maps, which in the county with 3,664 inventoried sinkholes is not a footnote.

No mine subsidence endorsement, no Zone 1 radon, no contractor licence — and no sinkhole cover either
Three Kentucky hazard programmes stop short of Oldham County, and one gap is worth acting on. Oldham is not among the 37 counties whose fiscal courts voted into the Kentucky Mine Subsidence Insurance Fund, so the automatic-with-written-waiver endorsement that KRS 304.44-030 attaches to policies in coal counties does not attach here — which is correct, because Oldham is in neither coal field. Oldham is also not on the 30-county EPA Zone 1 radon list, which in Kentucky is essentially the karst map, and which does include neighbouring Jefferson and Bullitt; that placement comes from third-party renderings of EPA's map rather than an EPA county table, and EPA's own caption says the Map of Radon Zones should not be used to determine whether an individual home needs testing. Test regardless — the Devonian New Albany Shale sits in the Oldham section, and black shale is one of the two rock types KGS names as high radon potential in Kentucky. The Kentucky Residential Code adopts appendices K, R and S and not Appendix F, so radon-resistant construction is nowhere required in Kentucky, and a passive sub-slab rough-in is cheap while the slab is open. The gap that matters most in this particular county is the insurance one: Kentucky built a statutory reinsurance fund for underground coal-mine collapse and nothing comparable for karst, and the Department of Insurance's own brochure states that a typical homeowners policy does not cover damage originating from earth movement, settling, shrinking, bulging or expansion of soil. In the county with 3,664 inventoried sinkholes, that exclusion is a written question for an agent before closing, not after. And on credentials: Kentucky issues no state contractor licence for residential general contracting, and nothing in Oldham County's published permit material adds a county contractor registration — the trades are licensed by the Commonwealth, with DHBC assigning named state electrical, plumbing and HVAC inspectors to Oldham, and KRS 198B.060(11) meaning no utility may energise a new building until a certified electrical inspector issues a final certificate.

The expensive surprises are in the ground, not the building

What moves a Kentucky budget is usually below grade, and more often than not it is what the ground is sitting on rather than the ground itself. The Kentucky Geological Survey says 92 of the state's 120 counties contain karst — limestone that dissolves — across four named areas: the Western Pennyroyal around Bowling Green and Hopkinsville, the Inner Bluegrass around Lexington, the Eastern Pennyroyal through Somerset and Monticello, and Pine Mountain in the south-east. On karst, KGS's own model ordinance for local governments lists the structures that should not be sited in sinkhole areas, and the list is buildings with soil-bearing foundations and buildings that cover thousands of square feet with impermeable surface. A post-frame or steel building on a monolithic slab is both of those at once. KGS is equally clear that nearly all karst parcels still have buildable ground on them — so karst does not stop the build, it removes the option of siting the pad by eye. A filled and graded-over sinkhole is the classic trap, because the pad looks perfect.

In the two coal fields the question is undermining instead, and Kentucky treats it differently from everything else: mine subsidence coverage is added automatically to property policies in the counties whose fiscal court voted the fund in, with a written opt-out — thirty-seven of them — while karst collapse gets no fund at all and falls under the ordinary earth-movement exclusion. On slopes the surprise is geographic: KGS's landslide inventory puts Kenton, Campbell, Boone and Gallatin — the northern Kentucky counties opposite Cincinnati — near the very top, above most Appalachian counties, on Ordovician shale. Three of those four — Boone, Campbell and Kenton — are the only counties in the state with a line of their own in the residential code's bearing table, which raises the presumptive value for two named clay groups there and nowhere else. Everywhere else the table gives clay and silt a single presumptive figure, and a soils investigation becomes mandatory once the building official determines the real capacity is likely to be lower than it.

The same ground then sizes the septic system, and Kentucky does that from soil morphology — a certified inspector reading the profile in a backhoe pit — rather than from a percolation test, at 110 gallons a day per bedroom against an application rate taken from soil texture and structure. On a mound or other alternative design a measured permeability test can still be required. And on karst the septic regulation is blunter than the building code ever gets: it declares the ground within seventy feet of an open sinkhole throat unsuitable outright. The soil that needs a foundation engineer is usually the soil that complicates the drainfield, so the site work, the foundation and the septic get resolved together rather than one at a time. We price the dirt before we price the building.

Can I build a shop bigger than the house in Oldham County?
Only above five acres. Section 250-030 of the Oldham County Comprehensive Zoning Ordinance caps the total floor area of accessory structures by parcel size, in every zoning district: 800 square feet on a lot of 20,000 square feet or less, 1,200 square feet up to 0.99 acres, 1,800 square feet from 1.0 to 2.99 acres, 2,700 square feet from 3.0 to 5.0 acres, and no size restriction at 5.01 acres or larger. Two accessory structures are allowed at any size; a third needs a conditional use permit and the ordinance says one shall not be granted on a parcel under five acres. So a 40-by-60 detached shop at 2,400 square feet does not fit on a two-acre AG-1 lot, fits with room to spare at three acres, and stops being sized by the ordinance above five. The genuine agricultural exit exists — paragraph A takes agricultural accessory structures such as barns and stables out of the section entirely, leaving them only the principal-structure setbacks — but it is a use test applied by the planning office, not a label, and it does not touch the house. Three placement rules apply regardless of size: nothing between the house and the front property line, five feet minimum off rear and side lines, and no more than 35 percent of the area between the rear property line and the house. Two other numbers shape the building: 20 percent maximum lot coverage for all structures combined, and a 35-foot maximum structure height with agricultural structures exempt. Do I need a building permit here, and what does it cost?
Yes. Oldham County requires one, which is a local choice rather than a state mandate — KRS 198B.060(1) leaves permits, inspections and certificates of occupancy discretionary on a single-family residence in Kentucky unless the local government adopted an ordinance requiring them. The Oldham County Inspections Office is created and overseen by the Fiscal Court to enforce state and locally mandated building and electrical codes, with Chief Building Inspector Matthew Dunaway on 502-222-3967 at 100 West Jefferson Street in La Grange, and applications accepted by email at PermitsInspections@OldhamCountyKY.gov. The published fee schedule, issued by Planning and Development Services and effective 1 November 2022, charges $0.15 per square foot for a single-family house including attached garages and all drywalled basement area, with a $100 minimum; free-standing garages at the same rate; accessory buildings at $0.15 per square foot with a $50 minimum, and no permit at all for a structure under 120 square feet — though the fee schedule itself notes zoning still applies to it. A foundation-only permit is $100 and non-refundable, re-inspection is $50, and renewing a permit that has sat 180 days without activity is $100. Plumbing and HVAC are state inspections, not county ones, and septic is the health department's. If the parcel is in Goshen there is a second, city permit on top.
Is there really land to buy in Oldham County?
Some, and it is worth being direct about the shape of it. USDA's 2022 Census of Agriculture counts 410 farms in Oldham across 55,910 acres, averaging 136 acres — roughly 46 percent of the county's 189 square miles. But only 130 of those farms are 50 acres or larger: 90 in the 50-to-179-acre band, 40 in the 180-to-499 band, and 24 above 500. Fifty-two percent of everything counted as a farm here is in the 10-to-49-acre band, which in a county at 358 people per square mile with a median household income of $121,491 functions as an estate market. Between 2017 and 2022 the farm count fell 12 percent while average farm size rose 23 percent, which is consolidation rather than new supply. Two other things ration the ground: roughly 75 percent of the county's land area rates severe for septic absorption fields in the county's own comprehensive plan, and the zoning ordinance's Capacity Standards let inadequate school capacity be grounds for denying a subdivision plat, with the Board of Education's Campus Capacity Worksheet setting how many building permits a development gets per calendar year. If the goal is a particular Oldham parcel, this is a well-run county to build in. If the goal is five-plus acres at a price that leaves budget for the building, look at Shelby County first — 1,350 farms across 160,081 acres, 397 of them 50 to 179 acres against Oldham's 90, at 125 people per square mile — and Franklin County second, with 220 farms in that same band. Bullitt County is not the answer despite sitting in the same ring: only 16 percent of its land area is in farms.
What design figures does an Oldham County build have to meet?
Three Kentucky Residential Code tables answer, and each has to be read against its own table rather than assumed from a neighbour. Table R301.2(1) puts Oldham at a 15 psf ground snow load — the statewide floor. That is worth knowing precisely because the instinct is wrong: the 20 psf Ohio River tier runs through Boone, Gallatin, Carroll and Trimble and inland through Grant and Henry, and it stops at the Oldham line. Trimble County to the north-east and Henry County to the east both carry 20 psf; Oldham and Jefferson carry 15. Table R403.1.4 puts Oldham at a 24-inch minimum frost protection depth, the default covering roughly 100 counties — the 30-inch Northern Kentucky group is Boone, Campbell and Kenton and does not extend downstream. Table R301.2.2.1 assigns Oldham Seismic Design Category B, so under IRC R301.2.2 Exception 1 a detached one- or two-family dwelling is exempt from the seismic provisions and the shell is braced for wind and gravity. Wind is 115 mph ultimate statewide from Table R301.2(1), with the code's own instruction that topographic effects shall be investigated — real advice on an Ohio River bluff or on the slopes over 30 percent that the county's comprehensive plan maps. On foundations, Table R401.4.1's presumptive value for the CL, ML, MH and CH clay and silt group is 1,500 psf; the 2,000 psf amendment in footnote c names Boone, Campbell and Kenton only and does not reach Oldham.
How bad is the sinkhole problem, and does insurance cover it?
Oldham has the densest inventoried karst in the Louisville region and no insurance mechanism behind it, so treat the two facts together. KIPDA's regional hazard mitigation work counts 3,664 sinkholes in Oldham County — 495 from topographic mapping and 3,169 from LiDAR — against 644 in Shelby and 1,952 in Bullitt. Compare carefully, because the method is not uniform: Trimble, Henry and Spencer have topographic-only counts and are undercounts rather than quieter ground. The geology is Silurian carbonate — the Brassfield, Osgood, Laurel Dolomite and Louisville Limestone sitting above the Upper Ordovician Drakes Formation — and those are the units that dissolve. On insurance, Kentucky built a statutory reinsurance fund for underground coal-mine subsidence and nothing comparable for karst, and the Department of Insurance's own brochure states that a typical homeowners policy does not cover damage originating from earth movement, settling, shrinking, bulging or expansion of soil. Does the county permit reach inside the cities?
Mostly, but not entirely, and Goshen is the case to know. Oldham's zoning is a joint ordinance whose planning unit, under Section 010-140, is the Fiscal Court plus the La Grange, Pewee Valley and Crestwood city councils, with the Board of Adjustments shared by the county, La Grange and Pewee Valley. Goshen sits outside that unit and handles it differently: its Section 152.01 adopts the Oldham County Zoning Ordinance by reference, so the county's dimensional standards and the accessory-structure table apply there, and then its Section 150 chapter adds a city building permit and an Architectural Control Committee. Under Goshen Section 150.02 nothing — building, outbuilding, driveway, grading, wall, fence, deck or treehouse — may be erected, placed or altered until the plans, specifications and a location plan are approved in writing by that committee as to quality of workmanship and material, harmony of external design with existing structures, and location with respect to topography and finished grade, and until a city permit issues. Section 150.05 requires both permits posted on site, and Section 150.06 gives new home or garage construction 180 days from committee approval to finish. For a metal or post-frame building, harmony of external design is a design-review test worth engaging before the drawings are final. La Grange and Pewee Valley also issue their own road encroachment permits, which the county fee schedule notes explicitly. About seven in ten Oldham residents live outside any city — 46,905 of 67,607 at the 2020 census.
I'm leaving the Louisville metro to find land. Where should I actually be looking?
If the plan is a specific Oldham parcel — inherited ground, a Harrods Creek or river view, the school district — then Oldham works and the constraints are knowable: an AG-1 minimum lot of one acre, 20 percent lot coverage, 35 feet of height, and the five-acre threshold above which the accessory-structure size cap disappears. If the plan is acreage first, the numbers point east and south-east. Shelby County has 1,350 farms across 160,081 acres — 65 percent of its land area, against Oldham's 46 percent — with 397 farms in the 50-to-179-acre band against Oldham's 90 and 139 in the 180-to-499 band against Oldham's 40, at 125 people per square mile against 358. Franklin County is the second name: 532 farms across 63,623 acres with 220 in that 50-to-179 band, and Frankfort within easy reach. Bullitt County shares the ring but is not the acreage answer — 29,789 acres in farms is 16 percent of its land area, with only 26 farms at 180 acres or more.
